PE Coating or Water-Based Dispersion? Paper Cup Barriers Compared
- Paper cups require an inner barrier – traditionally made of PE, or alternatively a water-based dispersion.
- Whether a cup qualifies as a single-use plastic product depends on the barrier formulation and is evaluated on a case-by-case basis.
- PE-coated cups require EU single-use plastic labelling and are subject to the Single-Use Plastics Fund.
Paperboard alone cannot hold hot liquids without leaking. That is why every paper cup features an interior barrier coating. Which barrier is used determines recyclability, labelling requirements, and costs. This article provides an overview and does not constitute legal advice.
PE Coating: The Industry Standard
Polyethylene (PE) is laminated onto the paperboard as a thin film. It is reliably leakproof, heat-resistant, and cost-effective. Legally, these cups are classed as single-use plastic products: they must carry the EU "Plastic in product" turtle pictogram, and since 2024, manufacturers have been required to pay a levy into the Single-Use Plastics Fund (Einwegkunststofffonds, reported via the German Environment Agency's DIVID platform).
Dispersion Coating: The Alternative
Dispersion coating applies a water-based barrier rather than a plastic film. Such cups are often easier to repulp in standard paper recycling mills. Whether they qualify as non-plastic depends on chemical composition – claims such as "plastic-free" should always be supported by manufacturer certificates.
Comparison
| Criterion | PE Coating | Dispersion |
|---|---|---|
| Leak resistance & heat | Excellent | Good, depending on product |
| EU labelling requirement | Mandatory | Subject to chemical composition |
| Single-Use Plastics Fund | Subject to levy | Subject to classification |
| Paper recyclability | Limited | Usually simpler |
| Price | Lower | Higher |
What Does This Mean for Your Café?
- Obtain written confirmation of barrier coating type and labelling compliance from your supplier
- Only advertise products as "plastic-free" if certified documentation is available
- The reusable packaging offering obligation applies irrespective of the coating used
